Lincoln Clapper comes from Gula Graham where he was part of Washington's premier consulting and fundraising firm. Through managing relationships with CEOs and various government affairs industries on a daily basis, Lincoln is known by these clients as a persistent and professional individual who puts the client's needs ahead of his own to ensure high-quality results. Lincoln hails from Turlock, CA and is a graduate of the University of Arizona where he received his MA in International Security Studies. Lincoln currently resides in Washington, DC where he enjoys playing golf, traveling, and is an active sports enthusiast.  


Bobbie Jo Ballard,

Bobbie Jo comes aboard the Prime Advocacy team after working on Capitol Hill for Chairman Kevin Brady (TX-08). She brings comprehensive planning and client relations experience. During her service on Capitol Hill, she volunteered on the Coffman for Congress campaign canvassing the greater Denver area. Bobbie Jo is a native of Illinois and graduate from the University of Illinois at Urbana-Champaign where she majored in Political Science. Bobbie Jo currently resides in Washington, DC and enjoys getting involved with her alma mater's alumni association.

Noah Becker joined Prime Advocacy after working on Capitol Hill for Congressman Jason Smith (MO-08). He brings on a detailed understanding of how offices function and best methods to implement Congressional fly-ins. Noah was raised in Springfield, IL and graduated from the University of Missouri-Columbia where he studied Political Science and Sociology. He currently resides in Washington, DC where he enjoys staying involved with The Fund for American Studies Alumni Network.


Mary Elizabeth Stringer,

Account Manager

Mary Elizabeth joins the Prime Advocacy team after working on Capitol Hill for U.S. Senator Roger Wicker (MS-R). She has extensive experience with event planning and first-hand involvement with the meeting procurement process on Capitol Hill. Mary Elizabeth is from Tylertown, Mississippi, where she graduated from Mississippi College with a Bachelors of Science in Business Administration. In DC, she serves on the executive board for the Mississippi State Society and volunteers with The Kennedy Center.

Grace murkowski,

Grace’s addition to the Prime Advocacy team comes after working in the energy sector in DC. She has broad experience with government affairs, event planning and client relations. Grace is from Miami FL, and graduated from the University of North Carolina Wilmington with a BA in International Studies, and also has a Graduate Certificate in Nonprofit Management from George Washington University. 


Emily Saleme comes to Prime Advocacy as a recent graduate of The Ohio State University. She graduated this past May with degrees in Public Policy Analysis and Criminology. Emily has worked for organizations that touch public policy such as non-profits, elected officials ‘offices, and a public affairs firm. She brings with her experience in client relations, event planning, and communications.
